The Theory of political system in Korean after 1910.

 Chon, Jong-Ik*

After the Russo-Japanese War, the Korean Empire lost its diplomatic rights in 1905, and in 1907 it passed through the desertion of King Gojong and the dismantling of the army. The empire could not exercise its governmental power in practice. Finally, in 1910, Japan took its sovereignty. In order to recover the nation, the independence movement camp made effort to make new movement ideology and direction to cope with such situation. As a result, it focused on the new status and role of the 'people' in contrast to the monarch and accepted the principle of people’s sovereignty. Among the forces that accepted the principle of poeple’s sovereignty, the traditional monarchists who did not deny the monarchy propelled the establishment of the exile government centering on the Emperor Gojong. In the meantime, after 1910, it was claimed by independent movement groups in the US and other foreign countries that the Korean government should seek to establish the republican government. In order to argue that the republican political system should be constructed, the revolutionary theory that the sovereignty should transferred from the monarch to the people was needed beyond the simple restoration of the national sovereignty. They paid much attention to the 1911 Revolution in China and its theory.

[Key Words] revolution, republic, monarchy, people’s sovereignty, exile government
